Bexley Council transferred its entire housing stock to two housing associations, Orbit and L&Q (formerly London and Quadrant), via a Large Scale Voluntary Transfer completed in 1998; Bexley Council itself now holds no housing stock, so a leaseholder's actual freeholder today is Orbit or L&Q depending on which estate the flat is on
