Elmbridge Borough Council transferred around 5,022 homes to the newly formed Elmbridge Housing Trust in 1999; Elmbridge Housing Trust became part of Paragon Community Housing in 2007, which merged with asra Housing Association and Leicester Housing Association in 2017 to form Paragon Asra Housing (now PA Housing) - PA Housing is the landlord for most ex-council leasehold flats bought under Right to Buy in Elmbridge. Note: since June 2024 the council has separately become a registered provider for a small, newer stock of around 94 homes (mostly temporary accommodation), managed day-to-day by Pinnacle from 1 July 2025 - this is a different, much smaller portfolio and not the ex-RTB leasehold flats covered here
