Fragmented and address-dependent: the council directly retains and manages around 12,500 homes in north Manchester in-house (via Manchester City Council Housing, successor to the former Northwards Housing ALMO which was brought back in-house), and S4B manages leasehold/service charge matters on the council's behalf for the Brunswick regeneration area - but large parts of the rest of the city (e.g. Wythenshawe, Chorlton/Didsbury) had their council stock permanently transferred years ago to independent housing associations (One Manchester, Southway Housing Trust, Wythenshawe Community Housing Group, Parkway Green), which are the actual freeholder for those leaseholders, not the council. Confirm the specific block's landlord rather than assuming.
