West Suffolk Council was formed in 2019 from the merger of Forest Heath District Council and St Edmundsbury Borough Council, both of which had already transferred their housing stock before the merger: the former St Edmundsbury area to Havebury Housing Partnership in 2002, and the former Forest Heath area to Flagship Housing Group in 2004; West Suffolk Council itself holds no housing stock
