South Oxfordshire District Council transferred its full housing stock of over 5,000 homes to the newly-formed South Oxfordshire Housing Association in 1997 following a tenant ballot; the association was renamed Soha Housing in 2000 and remains the actual landlord for ex-council leasehold flats in the district - the council itself holds no housing stock
